Overview
London Overground has become one of the UK’s most reliable rail services. As passenger numbers continue to rise, the service is fast approaching capacity.
Since TfL took over the London Overground network in November 2007, demand for London Overground services has grown by 360 per cent. During these five years, we have delivered more capacity by introducing new and longer trains, opened new routes and provided more frequent services but trains are as full now as they were before. Further demand growth of nearly 40 per cent is expected by 2021 (including the new route to Clapham).
To maintain London Overground’s high standards of reliability as demand grows, TfL has been looking at ways to increase capacity. We are developing plans to extend most London Overground trains from four to five carriages so we can carry more passengers and reduce crowding.
About the proposed changes:
To support the longer trains we need to rearrange parts of our train depot at New Cross Gate.
The depot is currently used to maintain our fleet of electric trains. To allow for longer trains we need to make a number of changes within the site. These include:
•Extending the train maintenance shed by 20m north
•Extending the wheel lathe/heavy cleaning shed by 20m north
There will be other minor changes to reconfigure the bays used to maintain the trains and revise the interior layout of the sheds to accommodate the longer trains.
Nearly all of these changes would be made within the existing depot site, with the exception of the extension of the maintenance shed. To extend the shed we would need to move the existing retaining wall by 20m north – i.e. further towards Surrey Canal Road.

Frequently Asked Questions
What impact will the works have on me as a local resident?
The works will be carried out over a 12 month period and will largely involve changes to existing buildings.
We will need to build new foundations for the extended buildings which may require the use of piling machines and heavy cranes to lift concrete beams and steelwork. Existing equipment and track work will need to be dismantled and moved and some structures will need demolishing and reconstructing.
We recognise that some of these activities can be disruptive so we will work within guidelines agreed with the London Borough of Lewisham. These will include working specified hours and using methods to reduce noise and dust. Should work need to take place outside of these times, we will agree the hours and noise control measures with the Council and aim to notify residents in advance. Site access will continue to be via Juno Way and Surrey Canal Road, avoiding residential streets.
Do the works require planning consent from the Council?
We need planning consent to extend the maintenance shed 20m north. An application will be submitted in April and before making the decision the London Borough of Lewisham will contact local residents to carry out a statutory consultation. We will also be formally seeking approval from the Council for the extension of the wheel lathe/heavy cleaning shed, which is within the existing depot site.
What are the timescales?
•Planning submission – April 2013

•Main construction – Late 2013 – Late 2014
•Completion/Opening – Late 2014
Will the design of the buildings change?
No. The buildings that are being extended or relocated will be finished in the same way as they currently are, i.e. the cladding will remain the same. The main difference is that they will be slightly longer to accommodate a five-car train.
Will the use of the depot change?
No. The depot will continue to be used to store and maintain London Overground’s electric trains. The only difference will be that the trains will be one carriage longer than they currently are (i.e. an increase from 4 to 5 carriages). It is likely that the number of trains stored at New Cross will actually decrease as the new sidings at Silwood are brought into use.
Will there be more train movements once the works are complete?
No. There will be changes to movements with trains being split between New Cross Gate and Silwood, but fundamentally, the number of movements overall will remain the same.
Will the lighting and noise levels remain the same as they are today?
The potential noise impacts from any modifications to the existing facility will be assessed, and, as necessary, additional mitigation measures will be provided to ensure that the impacts are no worse than currently exist.
It is not expected that the modifications on completion to the depot will have any significant change to the levels of lighting or noise experienced at neighbouring properties. As a minimum, TfL will consult with Lewisham Council about the changes.

The train lengthening programme continues TfL’s programme of investment since taking over the network in 2007 which has delivered more frequent services, new and longer high capacity, air-conditioned trains and most recently the completion of the orbital network around London – the first orbital rail network in the Capital for 128 years.
