The answer to that is essentially no - the relevant platforms would be closed to public access, so unless you're LU staff.....

It would appear that the person who took the photos linked above did so from a cross-passage (or passage from the stairs to the platform) rather than the platform itself - in one of the photos you can see the yellow and black cord across the entrance. If this was the case, and the photographer had not crossed any other such cords or other notices that the public were not allowed beyond a given point (with or without permission or other authorisation) then the evidence suggests you can see the train as it passes through the platform.
Do note that there lots of assumptions in the above, and if any one of them is not correct (e.g. if the photographer was not standing in a part of the station open to the public) then the train will not be visible to the public (other than side on from the far end of a cross-passage).
Unless you are lucky and hear the train as you arrive at the closest point you would normally get to travelling between a service train and the station entrance, I would suggest that you get explicit permission from the station supervisor to stand in the location waiting for the 2009 stock. If this is not given then do not press the issue and travel to another station - remember that cross-platform interchange to the Vic is available at several stations (Finsbury Park, Highbury and Islington, Euston, Oxford Circus and Stockwell) and the access may not be the same at all of them (e.g. whether just the platform is closed or whether the passages leading to them are as well).

Your assumptions are correct Chris - the cross passages at FP with the stairs from the entrance only have the Vic platforms taped off at the platform boundary itself. Therefore photos can be taken of the platforms in a spot with public access. The easiest way to time your arrival at that spot with a likely 09 arrival is to wait around at street level looking on your mobile phone's web browser at TfL's live departure boards page. Please note that I make no comment about the safety of waiting around on the street at FP, especially using a mobile while doing so

You can actually see the photographer reflected in the concave mirror in one of the photographs, clearly behind the tape in the public area, just leaning over.

Brian, it seems you're correct. Looking at the live departure boards, there are certainly trains running, obviously it's not possible to tell if it's the old or new stock, but it's a fair probability that it's new stock being tested:

Given that the whole line is closed today, maybe.
Then again, it might no be - it all depends on what the signalling is 'seeing', and how the software that translates the info to the website is interpreting the info provided by the signalling.
It also depends on the exact nature of todays closure - after all, the 09ts isn't always out just because the line is closed; normal maintenance still has to done as well as installing the new signalling, signage, etc, etc.

As to the question posed by mrfs; I personally wouldn't have a clue, but I suspect it would be towards the end of traffic hours as this was the original plan-that-didn't-happen last month. By running it this late in the day at first, any problems can be dealt with far more easily than if it were at the start of traffic or during the mid off peak period.
I would imagine that as the 09ts proves it can run during traffic hours, it'll gradually start to run at all different times of the day.

Assuming that the initial testing in Traffic Hours goes well on the 21st, will the tests be continued on subsequent days? I only ask as I'm hoping to be in London on the 23rd (coincidentally this is the same date that the section between Victoria and Brixton opened in 1971, according to the V125 DEV!) and of course would keep an eye out for the test train if I thought there was a possibility that it was running!

It will definitely continue once it starts as it will have to do a lot more than one trip in traffic hours - but it's appearance on any given day, or at any given time, can never ever be guaranteed.

Possible tonight 23:55 ex Seven Sisters but only to Brixton and last train NB will have gone by the time it gets there. Anything could happen to have it cancelled.

Cycling past the depot fence,saw an 09 Stock at Northumberland Pk at 21:00 today,all lit up and ready to go! Which reminds me of a question:Given the Victoria Line was closed on sunday,why were there no trains visible at Northumberland Pk? Had they all gone to the seaside for their day off?

Had they all gone to the seaside for their day off? With the piece of news above, probably gone to the seaside to look out retirement homes!

I too have seen a 2009 Stock train stabled but looking as if it was ready to go...though the one I saw was approximately 128 miles away from Northumberland Park Depot but less than 10 miles from where I am now! I managed to obtain a photograph (slightly distorted as a result of the fences and overgrown vegetation between my vantage point and the track) and of course this will appear on the site in due course!
