The cynic in me suggests this event didn't happen, police are not allowed to handcuff you to anything, and I believe the only offences under section 47, not 44, of the terrorism act, is failing to stop when asked to do so or obstructing a constable.
There are a couple of other police procedural items that are wrong in this incident too.
Edited after reading the terrorism act again.

It'll be interesting to see if an IRF (an internal intranet compiled occurrence report) was filed from this station around the March 28th date.

There was in fact no IRF submitted for any incident of this kind at Bow Road anywhere around the date suggested on 'Wiki'.
However on another occasion around the same date 'suspect' items were seen at track level by PCSOs which later turned out to be p-way material!
Also today I saw a DLR 'travel safe' officer tell a tourist to point his camcorder down and away from the roof (and CCTV) at Stratford.

....police are not allowed to handcuff you to anything..... Not so. Starsky and Hutch were forever 'cuffing baddies to steering wheels and the like ;D
