Yeah, 321's do that, or used to; the whinnying of the traction package as the train gathers speed is really weird. So do Networkers [465's]
As to the 313's prone-ness to flats... I would think that light bodyshell with huge bogies and lots of equipment under the driving cars makes this occur. They also ride quite badly, but that might be coupled with the track; the frequent stops for these units might also explain qhy they get flats quicker than other units...
