It would affect his public image when he raises his hands to placate a concerned public! You choice of the phrase "raises his hands" reminded me of when John Prescott "raised his hands" to a concerned member of the public in the 2001 election campaign. I can't see Tony Blair doing that though.

If road pricing is not the answer, WHAT IS?? With respect, I think that you answered your own question. Your comments suggest that you wish to stop the amount of exhaust gasses that are escaping into the air from vehicles. Surely the way to do that is to encourage the development of engines that achieve this? I am sure that a large proportion of the population would switch to vehicles with alternative engines (when they are available) if it meant not having to pay the 'road pricing' that you mention. What puzzles me is the lack of consistency with all this. As an example, let us look at the re-phasing of traffic lights to slow down traffic. It seems to me that such actions only add to the congestion and increase the amount of fossil fuel that cars burn. Correct me if I am wrong, but is that appears to be the exact opposite of what the advocates of such measures say they are trying to achieve!

What I liked about that, is that the Crown Prosecution Service dinnae proceed with the prosecution on the grounds of no evidence!!! I wonder if they saw the news footage?
Course, if it had been Joe Public, both would have got prosecuted!
