Personally: I would like to see the T cup scrapped in favour of a 'rolling' Circle line service with trains starting and finishing at Moorgate, doing several laps and then docking at Moorgate/Barbican, and being replaced by a new train right behind-a big relay team if you like! Why not have one extra train in service in each direction, and they wait at Aldgate until the Circle behind is at Liverpool Street (or Tower Hill, depending on direction). If they are late, they don't wait so long.

But if they are not late you have an extra train to deal with! I know it doesn't seem like it, but the Circle Line is timetabled!!

Could the Circle be run without a proper timetable?

I doubt it! It needs to slot into and around the H&C, District and Met lines.

If you rebuilt the cromwell curve and gloucester road-south ken, you could have a circle service that ran from South Kensington using former 'met' tracks to HSK -> circle -> South Kensington -> district tracks -> HSK.
I take it the eventual plan (~50 year aspiration) would be to have everything take 8 cars?
