TSR means Temporary Speed Restriction

Unless this refers to the painted signs on various hoardings on Mile End platforms, in which case I'd guess they are Temporary Storage Rooms

This is Temp Speed Restriction, the 1/2/3 refers to the actual speed that can be done, it can be input by the DE at Wood Lane.

Depends on where the failure is - a CC 1TSR (one imposed by the Control Centre) sometimes gets around some of the failures if they're in the code selection rather than on the track itself.

Are TSR's used on both ATO and non-ATO sections of the network? Yes, frequently, except on the non ATO lines it has to be obeyed manually.
