Coming out of Richmond there is a 15 limit, then a 35 limit. The drivers don't begin to gain speed until well after they've passed the 35 sign.
Is this because its on NR rules regarding the speed limits?

Indeed - the sections west of Turnham Green to Richmond & west of Putney Bridge to Wimbledon are operated according to Network Rail rules and procedures.
When passing an increase in speed limits on Network Rail, it applies from the rear of the train - on LUL it's from the front of the train. A decrease applies from the front of the train on both LUL and Network Rail.
