Not according to the TfL journey planner - The blue line is the Central Line, the tube roundel next to it is Bethnal Green Central Line, the BR logo is Bethnal Green National Rail. Whitechapel is the tube roundel at the bottom of the screen.

To serve Whitechapel, wouldnt there need to be a deviation between Bethnal Green and Mile End?

Looking at the map you'd have to either abandon Bethnall green or have a couple of 90° bends

well neither Whitechappel nor Bethnal Green tube stations look further from Bethnal Green NR than Bank is from Monument...

It must be from the 2003 proposal(?) because after that, then - Kingston branch was removed - All intermediate stations added on Heathrow branch (+ Maidenhead route) - Ebbsfleet line cut back to Abbey Wood
