Possibly Edinburgh Castle but I do not recall a tree and the section I'm thinking of has lots of flags and standards.

Nope, the background photograph is not of a Castle, and while it is closer to Scotland than to London it is in England.

On that basis I'll go for Berwick on Tweed with the Elizabethan fortifications in the background. Not been there since 1978 though so I could be wrong.
