It looks to me as though it is in Devon..it appears to have a Coastguard station and light, and also an old lifeboat station boats house. River Plym or Dart estuary? I discounted Corbiere Point, Jersey.

I can only therefore suggest Somerset, around Weston-super-Mare or Morecombe Bay. Otherwise somewhere in Cornwall?

Duh! I have some marvellous 1950s shots from COMMERCIAL MOTOR of the Swansea & Mumbles Railway, with tramcars, Mumbles Station, the pier in the background, and the buses that served the pier station. Wasn't there a railway on the pier as well? We've got one locally in the shape of the classic Hythe Pier railway. A living museum!
