I agree it does look like the EB Picc and District, east of Barons Court from a Picc District train.

I agree - train waiting at EC31 B, perhaps? That looks like it's just coming up the hill from High Street Ken into platform 4 at Earls Court, so I would suggest EC36b's rather than EC31b's ;D ;D

Why is it that trains from HSK always wait there for another train to go in front of it, when it could have gone into the other platform?

I wouldn't like to say which train the picture was taken from, as I don't have the information to hand.
However my sheet does say; Between Earl's Court and HSK/Gloucester Road as taken by Mackenzieblu
