Driving through Westminster I've noticed that there are yellow caps covering the nuts that hold the chairs and track on the sleepers. Anyone know what they actually are and what their purpose is?

Not sure, maybe a safety feature? On building sites, pile top rods have yellow caps on as a safety feature!

To show if the chair bolts have become loose, like those on wheel nuts on buses and trucks.

no its not them indicators these just push over onto the bolt which holds down the chairs to the concrete base they are just caps nothing else

The bolts are sprung at this location to reduce vibration especially at the line is now on a raft with the Jubilee line sitting below. The yellow caps have been there since the raft was built but they've been cleaned for some reason. I wonder if they've replaced the springs?
