How come there is an analogue clock stuck over the digital one? Is it the fact that they do not know how to change the time on the digital one to make it BST?

OR under the PPP the infraco must provide a clock BUT can't fix the digital one.

At upminster the OPO clocks were stuck when the clocks went backwards last year, and it seems nobody could change them, so they got a everything-a-pound (looks like it anyway) special.. and stuck them over all three clocks have different times !
