Swore I saw a round blue circle on a 45xx Vehicle last night in the crowds at Embankment.
Does it mean a de-icer vehicle /
or do I need glasses ?

there are spots next to the carriage number on trains to denote a de-icer
or is it a diamond....

It's a blue circle, and it does indeed refer to a unit capable of de-icing the conductor rails.

they are out anyway because they are part of the normal fleet.
I believe a blue light comes on when the de-icing is in progress.
