at both stations there is what looks to be a cable, between the rails laid on top of a wooden plank about half the height above the sleepers as the negative rail. At both stations it switches sides of the -ve rail part way along. What is it?

This is correct, this runs a trains length out of the platform. The same system is also on every Central line platform.

And there was me thinking, they were employing cable traction. Not a bad idea, given the frequent breakdowns!

...and northern and jubilee Not quite. The cable on the Northern and Jubilee is attached to the platform just under the nosing stones, then runs along the cable run instead of the sleepers.
