There is this thread in the historical area by Piccadilly Pilot about the W&C, but I'm unsure if it's the same one referred to above as it is titled "THE WATERLOO AND CITY RLY as written about in 1898", whereas I would presume a "full history" to include at lease some history from the intervening 110 years.
