Has anyone noticed that the pendulum has swung the other way with regards to the placement of trash bags on LU stations?
I saw that most of the surface stations on the District, and some of the subsurface ones, have had bags restored to their yellow holders - is this going to be permanent?

I dont understand why you are using the term "schizophrenic" in relation to refuse bags? "Schizophrenic" is referred to an individual with the illness schizophrenia. Clarify your post please.

I am referring to the seemingly incomprehensible decisions being made with regards to their disposition on LU stations.
Firstly, they were never particularly comprehensive in their presence - many stations had them, many did not, and the ratio changed all the time. Secondly, they were all removed as a perfectly reasonable security precaution after 7/7. Thirdly, they were put back - and promptly removed again! Now, they have returned, but for how long?
In this particular case, the term "schizophrenia" is merely used as a synonym for an unclear policy on the presence of trash bags on LU stations.

The 'basic' rules regarding rubbish bins is that section 12 stations don't have them while Non-section 12 stations do.
There will be examples when this hasn't happened and that may be down to various reasons, security, vandalism, fire regs
While I'm sure the term "Schizophrenic" was used in descriptive way. Mental health issues affect 25% of the population and the subject perhaps not used 'lightly'?

I still dont get what you are trying to say TOK?? Bins were removed, and now have been replaced in places with clear see through bags - I can see the reasoning....?

The bins were always clear plastic bags and have been for many years. They were removed not after 7/7, but infact after the failed bombings a few weeks later. They were re-introduced 'officially' because Transec said they could, but the rumour mill was the Infraco's cleaning companies couldn't handle the increased litter so the bins were introduced as a result. Other than building work/ local problems I can see no reason why bins will appear/ re-appear (unless someone has pinched the bag of course)

I was referring to the seemingly incomprehensible reasoning as to why some stations had them and some didn't, and why they kept appearing and disappearing and reappearing with no obvious rhyme or reason... Perhaps my choice of words was poor, but central-simon has explained things quite nicely and answered my question
