What type of point is this, what function does it serve and why is it at this particular location at this particular time? (Say pre 1960 to keep it simple.) The complete diagram can be seen here

spring loaded catch point?
Used when unfitted goods trains where around. In case a coupling broke, it avoided a rollaway from fowelling the eastbound passanger line

They're catch points, configured so that a train that runs backwards will run onto the sand drag spur. When a train passes over them in the 'forwards' direction they will swing to the correct position and allow the train to pass, then swing back.
They were provided at that site so that a heavy freight train that lost its grip on the rails would not hit any of the EMUs traveling eastbound.
