On the Jubilee Line SMD does all cleaning and maintenance,all Neasden is used for is stabling of trains.So where do the powers that be locate the ground wheel lathe for 96TS?Youv'e got it Neasden!!! Also when it was built they neglected to put heating in,so it can't be used most of January and February,at the moment it's out of use being extended to take 4 car units,any trains stopped for flats have to wait for the wheels to go away to Wembley main line depot for turning.Wonder what will happen when the Jubilee's kicked out of Neasden.If they build a lathe at SMD you can bet your life TfL will pick up the bill.Mustn't cut into those shareholders profits.

As Stratford Market Depot is owned by Tube Lines, it will be them who will have to pay.

The way in which the contracts tend to go nowadays, you will probably find Alsthom will foot most of the bill. They have a contract to maintain the 96 Tube Stock, and as wheel-turning comes under maintenance, Alsthom are the ones who would "want" a wheel-lathe on site to save them money in the long term.
Leaving Tube-Lines profits nicely in tact.
Similar on the signalling side. Why haven't Metronet re-signalled all the way to Amersham and put it onto Baker Street SCC? Because it would save them no money at all. However, should LU want to save money (wages etc.) they will have to pay Metronet to do it.
Someone mention PPP was a bad idea?
