It seems that the powers that be have thought about "The Bigger Picture" for once, they're plotting an upgrade of Victoria station starting in 2008:
One thing that strikes me as slightly odd is that they aren't doing anything with the District and Circle platforms to increase capacity or reduce the overcrowding problems there. What's the point of a high capacity area if there isn't enough space to move where you want to go? Similarly they're adding step-free access to the Victoria line platforms, but once you're on the Vic you can only get off at Brixton or Tottenham Hale, unless you make a transfer to another line at another station (ref: the confusing Tube Access Map ) I'm worried that although this upgrade is good, there are areas which seem to have been overlooked. What do you lot think?

I wonder if it actually possible to make the District platforms straight between portal and portal and still get a 6 car 'D' stock in?

I would have thought most of Victoria's customers entering/leaving the station, do so via the mainline station. These works seem to create a longer alternative walking route to the Vicc platforms. And why the new ticket hall well away from the main focus ie, the mainline station?!
Perhaps i'm wrong, but it looks like a big white elephant to me.

Urm, well the relevant manager running the project isn't exactly a whizz kid. He's in his 50s.
The diagram isn't very helpful. What VSU delivers:
a) New ticket office in Bressenden Place. Gives new bank of escalators to northern end of Vic Platforms. Don't forget that there are a lot of offices in Victoria Street - quite high flows there in the peak.
b) A second bank of escalators from the Vic Line booking hall down to a middle level. This has a subway across to the circulating area by the escalators that run from the D&C Platforms down to the Vic Line Platforms (bit between 'Vic Line Platforms and new passageway' lettering
c) Without VSU we won't get the benefits of the full line upgrade - in the evening peak the southbound platform won't clear before the next train arrives...
As for step-free access - well you have to start somewhere...

Looking at that diagram again, something else that strikes me is that is says Proposed Bressenden Place Ticket Hall. Would that imply that LUL don't have permissions for it yet?

I'm not au fait with BCV's plans but was this the scope of the upgrade originally agreed in the PPP? I know that LU have certain specified rights for additional works but I suppose someone could put me out of my misery.
Looking at the level of detail the graphic has I assume a scheme feasibilty is circulating with the usual land purchases, service diversions and construction site access issues settled and with initial costs etc.
TfL website says that Scott Wilson have been awarded the contract to design. I wonder if Metronet managing Scott Wilson or are LU running the show outside of PPP and appointing their own contractors? Any news on how far the design has gone?
On a side note the proposal looks a similar scale to Kings Cross Phase 1 which the civil works alone have taken 5 years (and ended up seriously over budget).

The PPP only ever had Victoria down for a modernisation - i.e. refurb and replacement of systems.
The Upgrade could well be purchased using alternative providers.
The main specified rights tend to relate to a re-model of Rayners, Barking, Air Cooling on the sub-surface stock.

I see. Well I should've known as Atkins don't seem to have their fingers all over it. If this is an entirely LUL/TfL venture, the interface with Metronet will be quite interesting. Afterall even if LUL take over responsibility for Victoria who's to say Metronet will accept the handover afterwards without making life difficult.

LUL has the right to procure externally for non-PPP stuff;the Infracos have to assure - if they get difficult there's always the Arbiter...
