Lady & Gents Modern Morals is a column that features in The Times T2 section every weekday with different questions being posed and responded to by the paper. Every Friday the previous four days questions are answered by a reader selected by The Times. In yesterday's edition I noted a question that has been posed on Tuesday of this week: " Smelling smoke while on an Underground train, I realised the smell was coming from the driver's cabin. It was strong cannabis smoke. Should I have reported this to police?" The answer given by a reader via e-mail: " Of course you should have reported him. If you were right, he should have been removed from duty. If the other passengers on the train that day found out, they wouldn't thank you for letting it go" No further details in Friday's edition were given (I didn't buy the paper on Tuesday) - but I hope you'll all agree that this is a bit worrying all round. I appreciate that some staff members may not wish to answer my question, but how prevalent are such incidents given that: - Smoking on LU is prohibited
- Being a classified drug, whether consumed on/off duty it is illegal
- Surely there is a health & safety implication?
- If indeed it were cannabis being smoked, how could the T/O in question hope not to be caught given that the next person in the cab would probably notice the same smell and the previous operator would be identified & caught?

The short answer is: LUL have a zero tolerance policy on drugs - in tandem *I think* with the transport & works act 1992, which in any case, makes drug taking illegal.
All operational members of staff can be drug [& alchohol] tested at any time by either LUL or the BTP. If a staff member admits to a problem, LUL can offer support and counselling through it's occupational health department - but if a staff member is caught by testing, they'll at best face the most severe disciplinary punishment possible ie, final written warning, demotion or the sack.
Train operators involved in things like one under's are automatically tested by BTP, just as you would be by police if you had an accident in your car.
As for your question of how often the incident described happens - in my five years on the job i've never heard of a train op being caught taking drugs. I'm not saying it's never happened, but put it like this, you have more chance of winning the national lottery than having a train driver on drugs driving your train.

Generally if you're caught they won't do anything other than sack you. A (former) colleague of mine found this out a few months ago after being tested because someone suspected he was unfit for work.

I can't imagine any driver would be so stupid as to smoke cannabis on the train! Unless it was their last day before retirement...

Surely it is a criminal offence to be i/c of a train whilst under the influence of drink and/or drugs? I know from experience booze can impair ability to pilot an aircraft, and being a pilot under the influence is very serious.

Its completely illegal, and I don't know any driver that would take cannabis, especially in the cab. I've had punters skin up behing me, and i've taken immediate action. I certainly don't want that stuff in my system. My job is far too important to me to jeapordise it for some other idiots thoughtlessness.
