While the signalling would need to be re-worked, the overlaps may not require changing. If at all possible you should design for a full speed overlap.

Bearing in mind the Picc has to be re-signalled by 2014, any re-opening of York Road could be fitted in quite easily around this.
Still very unlikely to happen though. I'd put money on the Bakerloo Line reaching Peckham via Camberwell first - that's how unlikely it is.

And yes, if the station was worth re-opening, it would need escalators. Would lifts not suffice? Also, surely building an extra vertical lift shaft would be cheaper than building an inclined escalator shaft?
