This is due to the fact that Metronetmess are unable to cope with the fact that from around May until September every year in Britain it can get hot (hopefully ;D ) and that perhaps they ought to carry out track-stressing work so that they can expand properly in the heat.
As the track has expanded due to the Heat LUL have had Temporary Speed Restrictions put in in the open sections. The H&C's east of Whitechapel have been taken off due to "blocking back" caused by slow running.

You should have looked at that the other way round. The circle line does not serve any stations that other lines dont, so you can get rid of that when there is problems. The H&C can be reduced to a Whitechapel - Hammersmith service, with the Met terminating at Baker street. Why runs loads of trains through a slow area? It doesnt make sense, which is why you see what you have quoted.

Thanks for the link to the Metronet 'explanation'. It comes over even worse than Patricia Hewitt's comment that 'The NHS has had its best year ever'. Both are saying "look at all the great new stuff we are doing", but both are neglecting to do the basics. Bottom line is that before PPP the weather still used to get warm towards the end of April, but there were never huge numbers of speed restrictions because there were enough staff to 'summerise' the track before any problems arose. It seems Metronet are saying there aren't now enough track staff to sort it: whose (cost-cutting) fault is that?

Metronet say they have installed the following between Upminster and Barking last weekend: I wonder where? Anyway, as I mentioned elsewhere, there is more to this than is being let on publicly. I would like to go into details, but it is one very big 'hot potato'. Trust me, the track stressing is only half the story - and if the substandard knew the other half.......

Sorry about the swearing, but AFAIK 80% of the mates at my office where involved in this... One took 2 hrs from Embankment to Wembley Park!
