I found the details about the bolts, bolt threads, stretcher bars and the HMRI inspector's survey interesting.
If a lock nut loosens then it performs as a standard nut. You'd have to replace it with a new lock nut.
Over torquing a nut could damage it. And I expect nuts to be tighted in a strict sequence otherwise stress would get locked in the wrong place and when you tighten another nut the former could loosen.
