I remember seeing this 37 around this time...it was supposed to be painted in waterbased paint for making the advert so it could be washed off afterwards, but some bright spark used 'proper' paint and it was kicking about for ages until it finally got back into its correct BR colours...seem to remember seeing it in North Wales or Crewe at some point...

Yes loco's have appeared in proper Police livery in the past - whilst not actually owned or staffed by the Police as such, they were so treated in the hope of acting as a visual deterrent.

I see. Not sure how a train is a deterrant though. Not like it can travel is pursuit of lineside graffiti artists, for example.

Ah, but are the 'low life' intelligent enough to work that out?
From what I know of it, the scheme was generally considered a success, though obviously it's now ended. Something to do with privatisation I suspect.

There were at one time trains (called Q-trains IIRC) which were stuffed with a few BTP officers (or maybe local police) with the aim of travelling the network and catching people in the act, whatever that act was...they'd pull up and give chase if they saw any illegal activity...I remember seeing an article in a rail mag sometime in the 80's about this (how sad that I remember that far back...!!).
