recently, the buses outside school have had vinyl stickers with the england flag put over the back windows (on the side), fair enough, pride in your nation. But today I saw a manager swap the cab with a driver, needless to say the driver was in shorts sunglasses and a england shirt?!
Are drivers aloud to do this for the tournament?

Down here, W&D have named some of their Wright Eclipse buses with player names, and a flag on the side next to them in contravision.

I would say it depends entirely upon the company. When I used to work on the buses, during England matches, we were allowed to wear England kit to work, and on the very rare occasion that Newcastle made it to the FA cup final, we were allowed to wear Newcastle shirts.
I think it's simply to try and encourage the staff to actually come to work... As you can imagine, the sickness mysteriously goes through the roof during such events!

Saw a FCC train at Luton this morning with an England flag in the centre cab window.

First York has applied some England vinyls to its B7s too. Of course if they really were supporting England, they'd have bought Optare or Dennis in the first place...

If managers want staff to wear uniform, they should do likewise. A different rank doesn't mean they should be excempt, the same as schoolteachers. If people wish to support OUR country at sort, what does it truly matter what they are wearing, as long as they do their job correctly? ? In the forces, senior ranks wear uniform and WITH pride.

Ah, but here they're so badly paid there's always a shirtage. If a driver is threatened with a disciplinary he either ups and leaves, or bluffs it out knowing they daren't sack him. Same goes for using mobile phones in the cab, the lot.
