I don't know about this version and its legal points but I use Frontpage to maintain a web site that was started by someone else and I had to finished it. Frontpage makes web sites that may only run well with Microsoft Explorer. There are some things that don't work in Foxfire as good old Mr Gates and conpany put the little hooks in place that are added ons to the html spec. Most of the express versions of Microsoft have major funtions removed.

I would think it is probably highly illegal to download from that web site: it seems to be intended for people associated with a school district in the USA. You cannot reasonably expect to get commercial software for free. Even Micro$oft is entitled to get paid for the work of developing the program. If you want a free web builder program, I can recommend WYSIWYG Web Builder, from www.pablosoftwaresolutions.com. It's not as good as Dreamweaver, but it's not bad.

Frontpage Express is nothing like Frontpage. Well in a way they're similar (rubbish) but FPE has loads of features removed.
Again as Jim said anything written by an MS product WILL favour MS products elsewhere.
My personal choice for writing websites in is vi (OK gVim).
