I expect the answer is no, but can a T/Op use a mobile while driving for orther things than emergencies? (Given they get a reception)
I only ask becuase in a car you are prohibited because you need both habds on the wheel, but this isn't the case in most tube trains. And you also make announcements useing a reciever and make calls to the line control people.

Whilst there is not a specific law regarding train drivers using a mobile phone, it is considered highly unproffesional to have one switched on in the cab. That said, it can be used as form of communication for certain proceedures - but only in that context and only if all other means of communication have failed/are not available.
As far as PA's and train radio go - the official line is that they should not be used while the train is in motion.
Overall, the view of management is similar to laws regarding car drivers.

Mobiles must be switched off when in the cab. A driver can only use a mobile in an emergency when the train is shut down and the keys removed.

I have used my mobile in non-emergency situations to contact the line controller or signaller, just because it was quicker at the time - for example being in PG sidings unable to get an answer on the radio and not wanting to bother walking to the platform. But always with the train secured!

Hmm, seems things are pretty tight on LUL. Mind you, I'd say rules regarding using mobiles while you're at the controls are pretty strict everywhere, but I recall a time my mate was driving our Interurban from Sydney to Newcastle and he was playing a cattle hearding game on his mobile at one stage! Don't worry, wasn't endangering anyone, he was just showing me it!

In the ATOR paper when requiring traction current discharge it suggests a mobile as an alternative means of contacting the Line Controller. But not to be used except in an emergency, while stationary. Heard a story about a train op being arrested by BTP travelling on his train when they overheard him talking on his mobile.
