Can anyone explain the reason why most of the bridges and tunnels between White City and North Acton appear wide enough for 4 tracks?

Because there used to be four tracks.
The northern pair (i.e. not those used by the Central which have been lifted) made a connection with the West London Railway at White City and with the GWR Birmingham line at North Acton.

They were put in place in 1938 as part of the construction of the Ruislip Branch of the Central Line - presumably the GWR felt that the increased Tube traffic between Wood Lane and North Acton would impact its freight operations. The presence of the Greenford Loop probably played a part in choosing to build the lines.
Does Metronet maintain the unused spans? Or are they not integral to the spans in use?

I think the Ealing and Shepherds Bush line was built to allow GW Main Line Goods ,via Ealing Broadway, and Birmingham Line Goods, via North Acton Junction, to pass under the Main Line and so avoid congestion crossing at Old Oak Common to Join the West London Line. A double Line connection was installed at Ealing to gain access to the E&SB. After the quadrupling access to the GW main Line was gained via the Greenford Loop. This goods traffic was more frequent in earlier days.

Does Metronet maintain the unused spans? Or are they not integral to the spans in use? Some of them are the other side of the property line. The only one I have seen recently (had a block of flats where the old track bed was and a large fence separating them from the track.

I noticed the other day that Bridge ES16 over Old Oak Lane near North Acton still has interconnecting cross members with the disused half. Often adjacent bridges share the same abutments but are independent of each other much like on eastern part of the District. You can tell when one is painted and the other is left to rust.
