Am I right in thinking that a lot of Bethnal Greens electrical wiring (for lighting etc) is at track level, and not at ceiling level due to the X - Ray department of a local hospital being at basement level and the wires causing problems with their equipment?

not at ceiling level due to the X - Ray department of a local hospital being at basement level and the wires causing problems with their equipment? It sounds very likely. IIRC Bethnal Green originally had two positive traction current rails to smooth the supply to the train as the flashing as one set of shoes came off traction current and the other went on caused interference with the hospital's sensitive electrical equipment.

Quite right PP there were indeed two positives Between Bethnal Green and Mile End. As stated Mile End Hospital's Xray stuff was in the basement and also some other sensitive equipment and when a train went by they got false readings. You could hear the rumble faintly too when it was quiet
