You can purchase carriage keys from many suppliers perfectly freely! I think some of them now ask you write on railway / preserved railway headed paper to limit sales to those who need them to do a job.

The locks are barely "locks" at all in some respects, and the key itself is more like a removable door handle. As for carriage keys, getting hold of them couldn't be easier. I'm aware of several suppliers who sell them without asking for proof that it will be used legitimately (excluding eBay, if you can call them a supplier).
