Having looked at the large version of the image and Wikipedia's article about Japanese knotweed, it's certainly possible but I'm not certain.
The question is about the railway location not the plant though!

It looks like the covered walkway to the multistorey car park at Didcot Parkway with the GWML between the "knotweed" and the walkway.

Knotweed seems to be fenced off once found because it spreads so easily. There is some in the embankments near Chiswick Park station and the fences all have warnings on.

Didcot doesn’t qualify for a main quiz image. Chiswick park eliminates two lines.

I've looked at the location on Streetview and can't see any fences or warning signs, suggesting this isn't kontweed. I am very much not a botanist though!
