Is there a TSR southbound coming into Green Park? Might just be me but it’s felt weirdly slow recently.

A TSR has been in place between Oxford Circus and Green Park since 2022, 20mph.

Has the timetable been adjusted to allow for the additional run time?

Doesn't look like it. The current timetable is WTT42 dated 16 Sept 2019. It shows Off-Peak run times of 115 seconds SB and 120 seconds NB. There are some Timetable Notices current, but they are about changes affecting stabling at Walthamstow and Brixton for track work.

I wonder if the system is trying to keep to timetable and so is driving the trains harder with less coasting? If so, this could expain why the Victoria line has become hotter. Coasting os a great way of reducing energy consumption and thus heating.

Based on my southbound journeys yesterday and today, it seems this speed restriction has been lifted - no slowing down between Oxford Circus and Green Park as I've become very used to on my morning commutes over the past year.
