Thats mainline signalling. Seeing as there's a shunt as well i'll have a stab at Wimbledon.
I certainly don't recognise it from my Bakerloo days.

Yep, that's Richmond - GB17 if I'm not mistaken.
The theater box is not for shunting, it's for indicating which road the train gets. District T/Ops should get routes 2,3,4 or 5 (latter two most commonly - not sure if the box shows route number or platform number). Route 1 leads to a bay road that has no fourth rail, and AFAIk there are no ETDs to detect the presence of fourth-rail trains to prevent the route from being offered. The bay road at the end of route 1 is where trains can reverse onto the Up Windsor.
The only shunt near this location is for trains wrong-roading across the trailing crossover immediately beyond this signal to switch bay roads.

Its not too infrequent to see the ex Silverlink whatever stock they are be back tripped coming out of platform 3 at Richmond and the guard being told by the driver to reset it ;D ;D ;D ;D

313s do have tripcocks.
They definitely need them between Drayton Park and Moorgate. I cannot remember if AWS is fitted down there, I do not think it is. I do know that in 9 & 10 there are trips before and partway along the platform which are time delayed so that if you are doing 12mph (I think) you get tripped (10mph line speed).
When going into number 3 at Richmond they get tripped, then reset. Coming out they get back tripped and if you have a decent guard, he will reset for you. If not, start walking!
