One example is that works by those sorting out things on roads has become more efficient since utility companies started to pay penalties for overrunning. You have to be joking. Thames Water never finish work on time.

I'm surprised, being an interchange, TfL are not planning on installing lifts at the station for step-free access

Installing lifts at Kentish Town would be difficult and require major civil engineering that in addition to being time consuming, disruptive and expensive likely couldn't happen at the same time as the escalator replacement. The platforms are on different levels and are not directly below the ticket hall (they're below the road) and even if the original lift shafts have not be reused for other purposes and suitable for modern uses (I don't know, but impact on ventilation at least would need careful study), they did not provide level access to both platforms so additional tunnelling would be required.
See also posts on page 1 of this thread where this has been discussed previously, including explanation of why Kentish Town is a low priority for the limited funding available, which includes the mainline station not having step-free access so simply adding lifts to the tube station does not get you a step-free interchange.

That will depend on what the relevant structural elements are, whether they are original to the station or the result of later work, whether they are present at other stations and if so when they were last subject to any examination/works. About the only thing I think we can say for certain is that if any other stations (whether Leslie Green or otherwise) are known to (still) have the same (type of) structural elements that relevant works to those stations will take into consideration the possibility of them being in the same state of repair at the planning stage.
