You’ve almost answered your own question, the smoke/fire ventilation equipment, as also fitted on the Battersea extension, was operating in degraded mode.
The equipment is constantly monitored and if defective requires the trains to stop, or be reduced.
Operating procedures dictate only one train permitted between Hatton X and all terminals in degraded mode.
