It's been a few years since there has been a sponsor I think, so this is quite likely. Previous times there hasn't been a sponsor TfL have funded it themselves, but TfL's finances are not presently in the best of health.

Ticket machines have to be working and somebody has to be around to look after them. I worked on getting a poster together for the first time free travel was given. It involved borrowing a model Routemaster from Chiswick and a model Tube train from Acton to allow the advertising agency to wrap them in Christmas paper and photograph the end result. (The original idea was to wrap full size vehicles.) At this time there were cash fares on buses and more coins in Tube ticket machines. It was realised that it cost more to count them than was made.

Cash is much less of an issue these days, but the political optics of charging or not charge are much more of one (I shall refrain from saying more due to the apolitical nature of this forum)

After all, staff will have to be on duty regardless.
