This has been happening for decades, and I've often wondered why.
On the approach to Victoria it's very common whilst still ~ 45 seconds out, and just after an announcement that 'the next station is Victoria', for the train to decelerate, and sometimes come to a stop, before picking up speed and continuing to the station.
You often see passengers get up and collect their belongings (and may do it yourself if you're not concentrating).
I think what is unusual is that the braking profile seems extremely similar that adopted for a station approach (if that makes any sense - it seems somehow different to more normal types of slowing down for a signal).

Prior to CBTC commissioning in April 2021 the Victoria area was automatic signals, based upon the movement of trains. Victoria is a busy station and dwell times can be extended if large crowds persist.
