I was on the Central Line earlier, and the tunnel lights have been on for several weeks now? (Bethnal Green - Stratford) I thought they were only supposed to come on incase the current went off?

Sometimes if there’s a traction earth fault the tunnel lights glow dimly.

If something isn't unsafe, affecting service, or damaging equipment, the repair crew(s) might not get to it for a while.

The tunnel lights can be on for all manner of reasons - whilst they can come on when the current is off, this isn’t a hard and fast rule and can be switched independently - coming on when current is off is mainly for reasons of convenience.
As mentioned, if they’ve been on for weeks (and they have), it will either be because of a low priority fault or for an operational reason.

The lights between STR and MIE have been reported by the H&S to management several times but little has been done. I believe it has now been escalated.

The lights can be a tad distracting if required to operate in Coded Manual mode.
