I did not realise that the City Widened Lines also used train stops - especially as London Transport passenger trains did not normally use these tracks.
(Whilst its true that the Met electrified the eastbound track Kings Cross - Moorgate - so some of their trains did use at least part of the Widened Lines - London Transport took this out. Which I think was a shame as surely by Met trains terminating at Moorgate using this track its reduced on-track congestion in the Moorgate area.)

It has puzzled me in the past why, as you say, the Widened Lines had train stops when not normally used by LT trains. My only answer so far is that was the standard LT way of doing things, and not to do it that way, possibly, maybe, meant differences in overlaps, and so on, so digressed too far from LT principles ? Not sure about reducing congestion at Moorgate - surely the most congested periods were the peaks - exactly when BR trains occupied the route - for the peak.

The blocking issue was (and I think still is) caused by eastbound trains terminating at Moorgate crossing the path of the westbound trains. Since Moorgate has 'dead end' bay platforms the arriving trains have to travel fairly slowly, which means blocking the westbound track for a long enough period to damage service frequency at busy times, making a bad situation even worse.
By using the eastbound Widened Line the source of the delays could be shifted to the Kings Cross area where it caused less hassle. Whilst the eastbound Widened Line track was being used by trains operated by other railway companies it would not have been as congested as the tracks used by Met / Inner Circle / GWR City Stock through trains.
Something else that I've realised I do not know is whether train stops were used by the Metropolitan Railway (which saw itself as a mainline railway company so presumably would have adopted mainline railway solutions) or only added to the Widened Lines after they came under the remit of the LPTB / London Transport?
