The current constraint at Bank DLR is station passenger capacity not train paths - at peak times the circulating area does not always fully clear before the next train arrives. Passenger capacity at Bank DLR is being significantly improved as part of the Northern line works, so should not be a problem by the time any extension would even begin construction. The limiting factor for trains is the Westferry-Royal Mint Street Junction stretch as about 1 in 4 trains go to Tower Gateway.
