Definitely not Embankment! My first thought was JLE somewhere and although I don't know the particular entrance I think the arch says 'Westminster' !

Certainly not Embankment. Westminster was my first thought, but I'm not certain.

Westminster, it's the exit on the bank of the river, close to the pier.

Specifically, it is the most southerly entrance to Westminster station, overlooking the river by the pier.
The fireworks were part of this years Thames Festival and were photographed from the embankment near Temple tube.
