Also happening
East Ham point renewal on 5a points, everything being lifted and replaced except the actual point mechanism like a mini BTR Upminster getting the cut in circuitry for CBTC for the points on the reception road to the depot

Interesting! That means we will really get up to SMA7 at least Don't expect anything beyond SMA7 though

Whilst I'm on Annual Leave at the moment, the plan as late as last qeek was SMAs1-9, 13 and 14. There is no intention to stop after SMA7.

I noticed this morning as I passed through that the 4LM cable run at Parson's Green has been filled with cabling and there's rolls and rolls of the stuff ready to be connected to the new equipment room.
I thought a decision was still yet to be made on moving the boundary from Fulham Broadway to Putney Bridge?

I presume Thales is still committed to fulfill the contract which is running late, and has contracted suppliers. New equipment has already reached Ealing Broadway. All this will have to be paid for as part of contract revisions which Tfl probably still have to negotiate.

AFAIK the budget & money allocated to 4LM was ringfenced long ago, well before Covid and Government bailouts.
Obviously changes have occurred since it was all first agreed. I’m no expert on this and could be barking up the wrong tree but my thinking is this:
The project has been scaled back with some SMA’s cancelled or under review. The idea as I see it that by cancelling parts of the project this free’s already allocated funds to pay for other parts that have over run, needed more work, etc.
If Thales have continued in areas that have been cancelled or are under review, it is they that will have to bear the cost of this work as it will have been done outside the scope of the scaled down project.

Wasn’t it planned to remove this crossover at East Ham under the the 4LM upgrade .

5's at East Ham was going to be plain lined under the 4LM project with the points being moved to Barking. This would create a set where you could reverse off the eastbound platform back towards East Ham crossing over where 40's are now which take you into the bay road.
They was still going to keep the bay road with no plans of that being removed
Of course that was a nice to have and the money ran out and is now put on hold indefinitely

Is the phrase "service suspension" used for whenever the line is closed, regardless if it is because of a delay or engineering works?

When services are not running on a line, TfL use the term "(part) suspended" for unplanned stoppages and "(part) closed" for planned ones in real-time communication. They generally follow the same convention at other times, but less rigorously.

I understand that several instructions were given to stop works - the first was part of the general 'Stop' on all TfL project work at the start of lockdown. The second was a stop on SMAs 10-12 inclusive pending a review, and the third was a formal descoping of SMAs 10-12. If any work has taken place (by the supplier or their Subcontractors) after the second instruction, it is unlikely to be reimbursed by the client, as the supplier was instructed not to work on those parts of the contract. Obviously, payment for some of the installation work (such as the new Equipment Rooms) which was completed prior to the stop instruction should be honoured, and there would need to be some form of payment for works done and to amend the contract.
