I don't think I could be more precise than Tubeprune, but as to the background, it seems to be looking at the south bank of the Thames, I believe I can see the top of Kent House (London TV Centre) through one of the arches.

TubePrune was spot on with the station identification. RayB is correct that what you can see is the south side of the River Thames, and as nobody else has posted I'll take that as good enough. Specifically it is looking east along the River Thames from Vauxhall bridge.  (click for a larger version) |
