I was wondering what operational restrictions means - is that another way of saying there is a shortage of available train operators?

That’s it.
At 1900hrs this evening for example, eight trains were cancelled due to a driver not being available.

The problem with saying “due to a shortage of drivers” is that the public have a perception that it’s because they haven’t bothered to turn up.
However, “operational reasons” is equally bad in another way since it is so vague.
Of course, they dare not tell the truth I.e. it’s down to chronic incompetence by management. 😵

There aren't any trains Woodford via Hainault since WTT70... There is one per day, which takes over shuttle duties when one of the day trains stables. I have also seen a couple during service disruptions.

My first half yesterday was supposed to be Leytonstone - Hainault - North Acton - Hainault - White City (destination West Ruislip) - Grub
Due to "Operator Not Available" it was Leytonstone - Hainault - North Acton - White City - Ruislip Gardens - stable on 23 Road - cushions to White City - Grub Wood Lane didn't tell me of the change until I was approaching White City on the eastbound but I wasn't complaining as I got a two hour meal relief.

"on the cushions" means travelling as a passenger, presumably from the days when footplate/cab seats weren't cushioned.

Hmm, just the perfect thread for what I wanted to say!
I thought that something was up the creek with the Central Line 'service' on Friday morning 6th March 2020. This is because I had to wait as long as 9 minutes* for a westbound train from Gants Hill. Judging by the number of people already on the platform waiting when I arrived the actual gap in service frequency was likely much longer - quite possibly 15+ minutes. When the train finally arrived the platform was almost as crowded as it gets in the morning rush hour.
This delay was partly culpable for me missing the train I had planned to catch elsewhere in London... significantly messing up my planned itinerary for that day.
The other delay was on the Overground from Stratford where the 11:00 to Richmond was made to run fast to Highbury & Islington, the next train was cancelled and the one after ran late! By the time I got to Hackney Central I had missed the train I was intending to catch.
(*Normally they are approximately every 5 - 6 minutes)

Same principle though, the compartment had cushioned seats! The whole compartment was reserved for the footplate crew - but I doubt any paying passengers would want to share it after the changeover point!
