For the record, a station starter and a shunt are two entirely different things. I assume you mean shunt signal WZ11, in which case you would be correct.

I did Watford <-> Chesham on Saturday, 11:51 from Watford, beer, 14:27 from Chesham.
7 trains in circuit.
For the record for those who wish to know these things I recorded:
401 21080 etc 402 21086 etc 403 21081 etc 404 21015 etc 405 21077 etc 406 21099 etc 407 21025 etc
Trains deserted, barely two dozen at any point on the ones I did.

And just for the record, you can add the station starter shunt at Heathrow 5, WZ11, although they may modify that shortly to be displaying at all times as it's in our top 10 multi-SPaD signal list. That'll make an interesting concession to standards then! (A shunt signal associated with a colour light aspect should be suppressed unless the shunt signal is clear. In this case the Fixed Red Light is the colour light aspect, terminating the route from WZ1100.) What it probably needs is an additional Fixed Red Light more in the Train Operator's field of vision.

It holds the train at maximum 9mph when making shunt-moves So it's a bodge which means the operator doesn't need to worry so much about controlling speed. A bit like how at the end of the M62 I turn off the cruise control in my car and turn on the speed limiter so I don't have to worry about the 50mph speed camera. not a bodge a design feature to ensure that speed is restricted when needed,

Some modifications on the way including I believe re-positioning FRLWZ11 for the purpose of what you mention above. I expect another rocket for being totally off-topic!

Likewise the other end of the siding towards Hammersmith, WD30A is similarly suppressed until a train occupies the siding. Some signals are also extinguished to prevent confusion when carrying out moves; FG22 Dagenham East inner home, EJ2 Tower Hill inner home, FF58A Barking EB when reversing via bay roads. Is it not standard practice for any Fibre optic shunt to be suppressed unless it’s clear? Certainly this how it works on the Central.

Is it not standard practice for any Fibre optic shunt to be suppressed unless it’s clear? Certainly this how it works on the Central. ED171/172 High Street Kensington; FF49 Barking are examples of permanently lit fibre optic shunt signals, as they have no associated stop signal.
