Ohhhhhh.......... this looks very familiar, but I can't place it!
Wherever it is, it's undergoing refurbishment - I can see an open cable run sticking out of the upper left-hand corner. The floor covering, and its cleanliness, suggest that this is a feature not normally shown to the average user of LU, and that it may have been recently uncovered as a result of a station refurbishment.
The font suggests the UERL Combine days...

The banner at the top of the local bus map, suggests a 'Metropolitan' hue. I'll stick me neck out and suggest Watford.

Nope, nobody has got it right yet.
Dstock> as I take lots of photos of stations when I visit them, and never use more than 2 of the same station in a month's quiz it can take a while for all the photos to be used. For example the Loughton photo a few days ago was taken in January, this one was taken on 2nd April at ~11:16am GMT.
