For the second day running I've arrived at Canning Town at around 7.40 to find queues and crowding at the gate line due to restricted gate operation and the two main escalators to the Jubilee line platforms taken out of use. This has only happened 3/4 timed in the last 3 years that I have been using the station and apparently the same policy was adopted at some point on Sunday. There were no announced or noticeable delays either yesterday or today. I'm curious to know if this is just a quirk or some new safety policy

I'm curious to know if this is just a quirk or some new safety policy No new policy, it’s simply because of delays to the service causing high customer numbers to build up on the platforms. The line was suspended North Greenwich <-> Stratford from about 10p.m. to close of traffic last night due to a defective train between West Ham -> Stratford. This train didn’t get into the depot until 445a.m. and there were a number of other trains stuck elsewhere on the line until quite late. This was causing delays this morning.

According to Twitter there were delays on the Jubilee Line on Sunday and this morning with numerous mentions of overcrowding at Canning Town.
Reducing the number of entry gates is a standard method of reducing overcrowding but Canning Town has the additional problem of the two DLR lines feeding passengers onto the Jubilee. It sounds like someone decided to try the additional method of shutting off the escalators to the Jubilee Line platforms in an attempt to resolve the issue. Perhaps a better idea would have been to ask DLR to non-stop until the platforms had cleared a bit.

No restrictions at the gate line this morning but the set of escalators between the Jubilee and DLR platforms, the one that connects with the escalators going up from the concourse to Jubilee platforms, out of service in both directions. The station was not busy

I passed through Canning Town on a night bus this morning and saw three vans parked up with sign writing on them relating to an escalator contractor.
Putting two and two together, I’d suggest there is a mechanical issue preventing the escalators being used as anything but a fixed stairway.

No defects with the escalators, as part of the station’s emergency plan for congestion control they will often switch off escalators to manage the crowding.
