Looks to me like one of the Bank/Monument complex interchanges.

No, that shade of tiling is quite prevalent in the Waterloo station complex.
I think this passage leads to or from one of the Northern Line platforms.

Certainly is Waterloo, I think its the passageway from the Northern Line leading to the "new" set of escalators in the old part of Waterloo (if that makes sense).

I'm thinking, links from the Northern to the ''exchange area'' [circulating area] to either the way out or Bakerloo/Jubbly...

I think someone else has probably already got it, so I'm going to say something completely different (and probably wrong) ;D.

Answer:
This is Waterloo as most of you have guessed. PGB's description "the passageway from the Northern Line leading to the "new" set of escalators in the old part of Waterloo" is the closest.
The view is looking the wrong way down the tunnel that leads from the Bakerloo and Northern lines to the escalators pgb described. The photograph was taken from the junction with the tunnel that leads from those escalators to the Jubilee Line. There is almost certainly a better official description, but I don't know what it is!

I am informed that the more accurate description is:
"The lower concourse with the junction of escalators 9,10,11 and the trav is behind you, this is the first cross - passage from the lower concourse (as you come off down escalator 9) and leads to the other side of the lower concourse (escs 1,2,3 Bakerloo interchange and Shell [South Bank] escs 4 & 6). The arch visible in the passage is the top of Southbound Northern platform 2"
